This is Uncool - The 500 Greatest Singles Since Punk & Disco # 41 Magazine
Musical as existential, marginal literature. This song brought Magazine their sole Top of the Pops appearance. But it was cruelly curtailed after a couple of minutes so you get this full length appearance fro Belgian TV instead.
